Description: The People's Liberation Army (PLA) HQ-16, also referred to as Red Flag 16 the LY-80 in the export market, is a ground-based, medium-range air defense system developed by China starting in 2005 reaching initial operational capability in 2011. The HQ-16 weapon system is supposed to leverage the technology from the Russian Buk air defense system with canister launched missiles instead of the naked missiles launched from a ramp in the Buk weapon system. This weapon system also employs 6x6 wheeled vehicles opposed to the tracked vehicles in the Buk system. Each missile carrier vehicle carries tree or six HQ-16 missiles. The surveillance and fire control radar is carried by another independent vehicle. The HHQ-16 is the naval version of the HQ-16 air defense system. The missile system has been exported to Pakistan starting in 2017.

Each HQ-16 air defense system consists of a command and control vehicles, four missile launcher vehicles, two radar (surveillance and fire control) carrying vehicles, re-supply vehicles and power supply vehicles. The radar system can detect and track up to 48 targets at ranges of up to 140 kilometers and up to 20 kilometers in altitude.
