Description: The PA 2 project intends to provide a second conventionally-powered aircraft carrier to France that would increase carrier-based air power availability from nowadays 65% to 100% before 2015. The PA 2 carrier air group would consists of Rafale M multirole fighters along with E-2C AEW aircraft. UCAVs (Ummanned Combat Aerial Vehicles) are envisaged to replace manned aircraft in the long term.
France is studying three possible options for the PA 2 project: a conventionally-powered and improved Charles de Gaulle derived design, a 50,000 tons British Carrier Vessel Future (CVF) based design, or a new aircraft carrier design. The CVF option would lead to profitable industrial cooperation between France and the United Kingdom. That option would also benefit from military interoperability between the navies of both countries.
According to French reports, the PA 2 would be larger than current Charles de Gaulle nuclear-powered aircraft carrier. A larger displacement is required to carry out long endurance deployments at overseas even with a conventional propulsion.
As of 2004, the French Ministry of Defense expected to award first design definition contracts for the PA 2 in late 2004. Finally, the design phase for the second French aircraft carrier was delayed several months and was launched in late January 2005. Thales Naval France (35%) and DCN (65%) will form a company to act as prime contractor for the PA 2 aircraft carrier project. Alstom-Chantiers de l'Atlantique and EADS were involved in this program. Production work on the PA2 was scheduled to begin in 2006 and the entry into service was anticipated by 2014. Thales teaming with BAE Systems is also the prime contractor for the UK CVF project.
By mid-December 2005 French Defense Procurement Agency DGA awarded DCN and Thales a follow-on contract for detailed preliminary design of a tailored CVF ship. The study phase concluded that a tailored version of UK CVF would have the potential to meet PA 2 program requirements. The contract was valued at 20 million Euro and paved the way to starting the second French aircraft carrier construction in late 2006. As of 2014, the construction of a second aircraft carrier seems very unlikely due to the poor situation of the French economy.
