Description: MOIE SIC Terre is an ambitious program, launched by the French Ministry of Defense (MoD) in early 2005, aimed at providing a common shared platform to the French Army that will make possible the digitalization of the battlefield. The platform itself, to be developed by Thales and EADS DSC under a 230 million Euro contract, will use extensively IP-based communications technology to match the high demanding requirements of the French Army. An initial contract was awarded by the French DGA (Defense Procurement Agency) to a Thales and EADS on January 12, 2005. Both companies will act as industrial prime contractors with Thales taking 70% of the project and the lead contractor role and EADS having 30% stake. The program will receive lessons learned during ATTILA study conducted by Thales and focused on a new unified IP-based communications architecture which was provided to French Navy's SIC 21 program as well.

Under the terms of the contract, Thales and EADS will develop a common technical platform that will integrate 14 French Army's communication and information systems; incorporate the latest developments of information, security and IP communication technology; and Thales will be responsible for developing the future command and control systems, called SICF, intended for French Army's major units. Cost of ownership of SIC Terre implemented systems are expected to be optimized

It is expected that MOIE SIC Terre will represent a major breakthrough in how automated information exchange, controlling networking of all information at all levels of the command chain, enhanced interoperability at national , multinational and NATO levels. Interoperability with future national and foreign systems is also envisaged in the terms of the contract. Overall, SIC Terre will increase combat effectiveness by networking all players in the battlespace and speeding up shared information among them, which means quicker response and rapid deployment of expeditionary forces.
