Qatar � Logistics Support for C-17 Globemaster Aircraft

WASHINGTON, July 11, 2008 � On July 9, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Qatar of logistics support and training for two C- 17 Globemaster III aircraft and associated equipment and services. The total value, if all options are exercised, could be as high as $400 million.

The Government of Qatar has requested a possible sale of logistics support and training for two (2) C-17 Globemaster III aircraft being procured through a Direct Commercial Sale, spare and repair parts, support equipment, publications and technical data, flight engineer training, communications equipment, maintenance, personnel training and training equipment, U.S. Government and contractor engineering and logistics support services, preparation of aircraft for shipment, and other related elements of logistics support. The estimated cost is $400 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political stability and economic progress in the Middle East.

The proposed sale will provide Qatar the ability to fully operate and maintain the C-17s, giving them the capability to transport equipment and troops in the region, as well as, participation in humanitarian operations in the Middle East and South Asia regions.

The proposed sale of this equipment and support will not affect the basic military balance in the region.

The prime contractor will be the Boeing Company of St. Louis, Missouri.

There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of up to 10 U.S. Government and contractor representatives to participate in training, and technical reviews for one-week intervals, twice annually.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
