The 9M714 road-mobile ballistic missile system was developed in the 1970s as a replacement for aging R-11/Scud missiles. The new missile system offered greater range - up to 480 km compared with Scud's 300 km - and a reaction below 30 minutes. SS-23 Spider is the western designation for this weapon. Along with other ground-launched cruise and ballistic missiles 9M714s were dismantled beginning in the late 1980s.
